Terms and Conditions
HSE Specialist shall:
Control of compliance with legislative and other regulatory legal acts on labour protection, providing to employees fixed benefits and compensation for working conditions in.
studying of working conditions at workplaces, preparation and submission of proposals for the development and implementation of more advanced designs of protective equipment, means, blocking devices and other protective means against hazardous and harmful industrial factors.
participation in inspection of technical conditions of buildings, structures, equipment, vehicles and machinery, efficiency of ventilation systems, sanitary-engineering installation conditions, sanitary facilities and amenities, means of collective and individual protection of employees, determination of their compliance with the normative legal acts on labour protection and in identifying violations, which pose risk to life and health of employees or may lead to an accident, takes measures for stop the machine operation, equipment and work performance at sites and workplaces.
assessment and certification of works jointly with other company departments of workplaces and business equipment for compliance with labour protection requirements.
participation in development of preventive measures of occupational diseases and accidents at work, to improve working conditions and bring them to requirements of normative legal act on labour protection, as well as provide organizational assistance for implementation of developed activities.
Control timely execution of relevant tests and technical certification of equipment, machinery
and mechanisms conditions by relevant departments, compliance with schedules for measurement of parameters of hazardous and harmful industrial factors, implementation of citations of state regulatory authorities and control for compliance with current rules, regulations and instructions on occupational safety, occupational safety standards in production as well as in projects related to green-fields and brown-fields, involvement in acceptance in operation.
Provide methodological assistance to company departments in developing lists
of professions and positions, in accordance with which, employees must take mandatory medical examinations, as well as lists of professions and positions, according to which employees get compensations and allowances based on current legislation for heavy, harmful or hazardous labour conditions; during development or amendment of labour safety instructions, company standards, occupational safety system standards; arrangement of inductions, trainings and safety knowledge examinations of employees.
Conducting safety induction courses for all new employees, people on business trip, students and interns coming for industrial training and internship. Every six months to hold workplace induction for administrative and managerial staff (AMS).
Participate in project documentation in preparation of the chapter "Occupational Safety" of collective agreement, in investigation of cases of occupational injuries, occupational and work-related diseases, study their causes, analyse the effectiveness of measures taken to prevent them.
Before visiting the facilities to control the organization of storage, release of special clothing,
shoes and other personal protective equipment, the condition of protective equipment, as well as correct expenditure of funds by Company departments allocated for implementation of labour protection measures.
A quality assurance plan is developed when this requirement is specified in the contract (agreement) of the customer.
Submit annual statistical report on the number of employees involved in harmful and other adverse labour conditions.
Organize and hold fire drills with all Company employees.
HSE Specialist shall know:
- Principles of labour legislation of the Republic of Kazakhstan.
- Corporate Code of Conduct;
- standards and requirements of NCOC and TCO.
Participate in the implementation of the Company Policy and Objectives within integrated management system in relation to projects.
Maintain Occupational health and Safety management system procedures in working order, perform risk assessment’
Treat carefully resources that are being consumed (power, water, paper).
A candidate with higher occupational (technical) education and at least a 3-year experience can be assigned to the position of HSE Specialist.
HSE Specialist shall know:
- legislative and regulatory legal acts, methodical materials on the issues of Occupational health and safety within the territory of Republic of Kazakhstan.
- main production processes of the enterprise.
- organization of work on occupational health and safety.
- occupational Safety Standards System
- restrictions on women, teenagers’ employment and workers transferred to light labour;
- Equipment operational features used within the company.
- Rules and means of control for compliance of equipment technical condition with safe operation requirements.
- advanced domestic and foreign experience in Occupational safety.
- methods and forms of propaganda and information on occupational safety;
- procedure and deadlines for preparation of reporting on occupational health and safety measures implementation;
- Principles of economics, production organization, labour and management.
- Principles of labour legislation.
- organization standards on Quality Management System, Occupational Health and Safety management system;
- standards and customer requirements (NCOC, TCO);
- it is desirable to have TCO and NCOC approvals;
- English language not lower than intermediate level.
HSE Specialist shall pass job competence assessment in accordance with the established procedure as well as refreshment trainings as required and in accordance with Company Training Plan.
