Terms and Conditions
• Promote injury and incident free operations & Company Safety initiatives.
• Ensure control and provide instructions on all aspects of railroad operation.
• Monitor compliance of technical and process documentation with railroad operation rules and regulations.
• Monitor compliance with TCO Safety Instructions and RTG procedures as they apply to Rail Operations within the area of operation.
• Monitor performance of Rail Operations Contractor(-s), ensure proper and timely reporting of any Contractor(-s) performance issue.
• Verify and validate all Contractor(-s) supporting documentation required for settlement between TCO and Contractor(-s).
• Act as Facility Owner and/or Facility Owner Designate for facility maintenance works.
• Ensure that information is provided in a proper and timely manner and keep track of work progress on all issues related to infrastructure and facilities.
• Monitor that Contractor fulfills all contract requirements related to locomotives operation and crews staffing.
• Carry out trials together with mainline and locomotive switching crews including crews working at Siding KM 8 and crews involved in interchanged operations.
• Take part in incident investigations.
• Take part in locomotive fleet audits.
• Get familiarized with training programs, discuss program content and bring to notice of TCO Railroad management and Bolat Zhol LLP.
• Check and make sure on a daily basis of maintaining Service Level Requirement (SLR) for locomotives and locomotive crews.
• Monitor and verify locomotives and locomotive crews timesheets provided by Contractor.
• Maintain control over provision of standby locomotives and the need in standby locomotives depending on type of PM and type of maintenance of replaceable locomotives.
• Exercise control over fulfillment of contract requirements by Contractor related to maintenance of building and locomotive depot equipment, depot general cleaning inside the building and on adjacent area as well as wastes disposal.
• Fulfill duties of TCO Railroad representative as required, and take part in audits, safety inspections, instructions review and actively support TCO Way concept.
• Plan, conduct and attend kickoff meetings with Contractor as required.
• Maintain control over fulfillment of contract requirements by Contractor, maintain detailed records of technical condition of main assembly units and TCO locomotives operability.
• Take part in locomotives acceptance after maintenance conducted at offsite depots in accordance with the requirements of current contract.
• Develop a detailed program including analytical conclusions on using Load Test Station.
• Verification and reconciliation of used materials and fuel and lubricants.
• Checking and verification of Contractor reports on locomotives operability (faulty assembly units, excessive consumption of fuel and lubricants and etc.), Locomotive Depot operation, fulfilling SLR requirements, reports with updated data on progress of locomotives maintenance conducted at offsite repair depots.
• Other instructions as requested by Manager.
Must be familiar with:
• Railroad Operating Rules (ROR);
• Railroad Signal Rules;
• Train Movement and Switching Operations Instruction;
• Practical knowledge of rules and instructions of locomotives maintenance and operation;
• Safety, occupational sanitation and fire safety rules during operation and maintenance of locomotives and during track works;
• Understand the principles of HES requirements management and how to apply them within Company.
• Methods of determining operating time and control over fuel consumption.
• Locomotives and principles of locomotives operation.
• General knowledge of technological operations (switching, mainline operations).
Education: higher or secondary professional education – preferably in railroad
Work experience: at least 5 years in relevant railroad transportation field
PC knowledge and skills: Experient user of Microsoft Office (Excel, Word, Outlook, Power Point, Adobe Acrobat, Visio)
